As for the 700D
First Impressions (haven't looked that close at all the stats).
700D is basically the 650d (same sensor, same video capability, same tilt screen, STM support, same fps in stills) at first glance I can't find any obvious improvements.

OK, I've looked into it a bit more and, as far as I can tell, it's completely the 650D. There are rumours of minor improvements, but I haven't read what they might be.
(NOTE: I have NOT read the entire official press release and compared it to the 650D).
It's a new Rebel. If your getting one you might as well get the newest one. If you already have a rebel I don't see any reason to trade up.
However, while I was hunting around, I did find another new camera -40406">http://photorumors.com/2013/03/21/canon-powershot-sx280-compact-camera-announcement/-40406
that has some impressive features that don't appear in many DSLR's that cost a lot more than it does.
This could be a positive thing (the cool Point & Shoot, not the new 700D). It could be that canon is testing features on cheaper cameras as a way to improve them and make them ready for inclusion and better models where they will be expected to give a solid performance. It could also be that the P&S division & the DSLR division started adding these features at the same time and the P&S cameras just come to market faster.
OR Canon could be out to lunch and have no idea what they are doing. This is a popular theory but I don't really buy it, just because consumers don't understand what canon is doing doesn't mean they don't.
